Here's how it works: Click Here and sign up. They are looking for multiple thousands of participants, so your chances of making it in are good, although your chances are better if you're a Gold member. While the program is for both Gold and Silver users, priority will (as always) go to the gold.
Microsoft stresses that this in not a test for Kinect, so if you sign up, they won't be sending you one of their motion-control cameras. Sorry.
